Parts of five San Joaquin Valley cities have been nominated as finalists for a new urban renewal program that will cut back on taxes and regulations for businesses that locate in specific economically depressed areas. The state Department of Commerce has asked local governments in 23 selected areas to apply to become part of the program. Areas of Bakersfield and Fresno are among four finalists in a section covering employment and economic incentives. Other finalists are parts of Sacramento and the Watts area in Los Angeles. Areas of Fresno and Bakersfield also are among 19 nominated statewide for the enterprise zone program. Other San Joaquin Valley areas in that category are in Modesto, Porterville and Stockton.
