Tommy Herr of the St. Louis Cardinals rode a late surge of fan support to overtake Ryne Sandberg of the Chicago Cubs and win his first starting assignment at second base for the National League All-Star team, the baseball commissioner’s office announced Wednesday.

Herr, who leads the National League in batting and the majors in runs batted in, had been trailing the popular Sandberg, the league’s Most Valuable Player last season, since the first tabulations were announced June 10.

After the previous results were released July 1, Herr overcame a deficit of nearly 32,000 votes. He finished with 1,109,178 to Sandberg’s 1,050,549 in the league’s tightest race.

“I have mixed feelings about the whole process,” Herr said. “I’m honored to be starting, but there are a lot of discrepancies and a lot of unfairness about the voting. To me, it taints the whole thing. There is something dishonest in the whole thing--like ballot-stuffing.”

Graig Nettles, one of three San Diego Padres named to the starting team, won his first NL starting berth at third base to snap a string of six straight starts by the Philadelphia Phillies’ Mike Schmidt.

The six other National League starters for the 56th All-Star game to be played Tuesday night at Hubert H. Humphrey Stadium in Minneapolis, are repeaters from the 1984 squad. They are catcher Gary Carter of the New York Mets, first baseman Steve Garvey of the Padres, shortstop Ozzie Smith of the Cardinals, and outfielders Dale Murphy of the Atlanta Braves, Tony Gwynn of the Padres and Darryl Strawberry of the Mets.

Pitchers and the remaining members of the 28-man NL team will be chosen by the league office in consultation with All-Star Manager Dick Williams of San Diego.

The American League’s starting lineup will be announced today, as will pitchers for both leagues. Reserves will be named Friday.
