Former Dallas Cowboys wide receiver Doug Donley decided Thursday to become a free agent, refusing to report to the Detroit Lions who had claimed him on waivers.

Donley, who was told in March that his chronically sore right shoulder would prevent him from passing the Cowboys’ physical, was placed on waivers by Dallas on Tuesday. The Lions claimed him Wednesday, but as a vested four-year veteran, Donley can work out a deal with the team of his choice.
