The City Council will hold a meeting Monday to decide how to fill the District 5 seat vacated by the resignation of Ron Westmyer. Westmyer, who has served on the council since 1976 and was mayor in 1979-80 and 1983-84, said he resigned because he did not intend to run for reelection next April. Westmyer said he has recommended that Beatrice La Pisto-Kirtley, a Planning Commission member, be appointed to his seat. If she ran unopposed in the 1986 election, he said, the city could save the approximately $2,000 cost of an election in District 5.
