The Gaslamp Quarter Council said Tuesday that it has received a liquor permit for a daylong street concert from the state Alcoholic Beverage Control department (ABC), ending a struggle between the San Diego Police Department and concert organizers over the permit.

“They had solved their problems with the police and we saw no reason not to grant them the permit,” said ABC District Administrator Pete Case, who earlier had said he would not grant a permit to concert promoter Rob Hagey.

Police had recommended against granting Hagey a permit for “Michelob Street Scene ‘85,” planned for Aug. 24 on 5th Avenue between J and K streets, because of three alcohol-related arrests made at a Street Scene concert at the same location last August.

After Hagey had given up on obtaining a permit, the Gaslamp Quarter Council, the Downtown Marketing Consortium and city officials joined talks with police to come to an agreement on the permit.

Police vice squad Lt. Jim Sing said the key factor in changing the police recommendation was the Gaslamp Quarter Council’s willingness to take responsibility for the permit.
