A man described as a transient was found shot to death in the driveway of an Oceanside car wash, and Oceanside police arrested a 34-year-old Carlsbad man in connection with the shooting. William David Ransdell, 34, an unemployed chemist, was arrested near Interstate 5 shortly after midnight and held on suspicion of homicide, said Police Officer Shiela Hancock. Deputy San Diego County Coroner Everett Mauger identified the victim as Donald Hall, 28. The victim was found in the 700 block of North Tremont Street shortly before 12:30 a.m. He was pronounced dead at the scene, apparently from a gunshot to the chest.
