A man armed with a rifle held off dozens of San Jose police officers with gunfire for 5 1/2 hours before surrendering peacefully. A police negotiator persuaded Tom Rand, 35, to give himself up after he fired several shots from the Stevens Compressor and Engineering Co. building, police officials said.
