The House gave 290-128 approval today to a bill authorizing a $616-million federal subsidy for Amtrak in fiscal 1986 and ordered a study of whether the passenger railroad, for which the Reagan Administration wanted to drop all support, can make more money.

The authorization bill, sent to the Senate, was passed on an unusual roll call vote, in which the 435 House members were polled one by one because the electronic voting system normally used was not working.
