National Football League owners, meeting in New York to consider their usual fall agenda of minor housekeeping details, could come out of the sessions with one major rule change--the use of instant replay to augment officials’ decisions.

NFL Commissioner Pete Rozelle said last weekend that the use of instant replay, tried as an experiment during the exhibition season, may be approved for use during this season’s playoffs.

If approved, the instant replay will be used only on possession or out-of-bounds calls, not on penalties. An official will be stationed in a booth with a monitor on which, league officials say, he could call for replays right after any play without halting the action.
