Huntington Beach : Curbs on ‘Nuisance’ Businesses on Agenda

City Council members will consider a proposal tonight that would give the city greater control over certain “nuisance” businesses--among them massage parlors, dance and live-entertainment establishments and gas stations with convenience markets.

According to Jack Palin, director of development services, the city has traditionally issued conditional-use permits to owners of properties on which such businesses are located. The new proposal would instead have the city issue permits to the owners of the businesses.

This way, officials said, when an establishment is sold, the new owner would have to apply for a new permit in order to operate.
