Sixteen Stanislaus County used car dealers face a total of about $1 million in civil penalties for obtaining smog control certificates for cars that were never inspected. Dist. Atty. Donald N. Stahl said complaints were filed after an undercover investigation by the state Bureau of Automotive Repair found that the dealers requested the certificates by phone or in writing from smog repair shops. State law requires that used car sellers have them inspected for smog devices and pay for any necessary repairs.
