A Riverside congressman tried to get the $1.2-billion Santa Ana River flood control project deleted from the House water resources bill, but changed his mind after being reassured that the project would be built as designed or not at all. Rep. George E. Brown Jr. (D-Colton), a longtime supporter of the flood control project, said he fears that the bill as presently written would permit construction of the downstream segment of the project (in Orange County) without guaranteeing construction of the upstream part (which runs through his district in Riverside and San Bernardino counties). He dropped his opposition, he said, when key House members assured him that they will work for Administration approval of the upstream dam--and oppose funding of partial construction during the interim.
