Philippine Bill for Early Elections OKd by Assembly

The Philippine National Assembly today approved a bill setting early elections for president and vice president next Feb. 7, a spokesman said.

On a 77-41 vote, the ruling New Society Movement defeated objections of opposition assembly members who said the “snap” election was unconstitutional on grounds that the presidency is not vacant.

President Ferdinand E. Marcos’ six-year term ends in 1987. He has submitted a resignation which will become effective only when the election winner is officially declared and sworn in. Critics say he must step down in advance.

The opposition said it will challenge the bill in the Supreme Court after it goes through a formal third reading, probably this week.

The bill provides for a 57-day campaign period to start on Dec. 11.
