Hugh Duncan has been promoted to president of the Southern California division of Foote, Cone & Belding Communications Inc. Succeeding him as executive vice president and general manager of FCB/Los Angeles is Craig Campbell. Welton Mansfield was named executive vice president and general manager of FCB/Orange County.
