The Los Angeles City Council has decided that confidential Police Department guidelines for using the department’s battering ram will remain secret. The council dropped a motion to disclose the guidelines after Police Cmdr. George Morrison told the council that publicizing the rules “would seriously jeopardize the officers and the community.” Councilman Robert Farrell, who originally questioned the confidentiality of the guidelines, accepted the department’s explanation. Police used the battering ram four times last year, Morrison said.
