Tom Melbourn has been appointed by the Bradbury City Council to the Planning Commission to represent District 3. Melbourn, a district attorney’s investigator, replaces Llewellyn Pearce, who resigned because he is moving out of the district. Bradbury is divided into five councilmanic districts, and the Planning Commission is made up of representatives from each district.

Altadena resident Steven E. Koonin, professor of theoretical physics at Caltech in Pasadena, has been awarded the Senior U.S. Scientist Award by the Alexander von Humboldt Foundation in Bonn. Koonin will spend a year conducting research at the Institute of Theoretical Physics at the University of Frankfurt in West Germany.

La Puente Mayor Louis Guzman has been named to the board of directors of the Mid-Valley Community Mental Health Council. The council provides counseling in delinquency, drug abuse, child abuse and mental health.

Peggy Takahashi and Andrew J. Trasowech have been appointed assistant directors of annual giving at Pomona College in Claremont. Takahashi graduated from Pomona College and the University of California, Berkeley, and lives in San Fernando. Whittier resident Trasowech graduated from Pomona College.

William H. Hill, associate professor of music emeritus at California State University, Los Angeles, has received a $500 grant for his musical compositions from the American Society of Composers, Authors and Publishers. A La Verne resident, Hill has received three previous awards from ASCAP.

Dr. William M. McQuillan has been elected president of Pomona Valley Community Hospital. McQuillan, who joined the hospital staff in 1952, is the former chairman of the hospital’s quality assurance program and its family practice department.

Thomas Joyce has received the Outstanding Citizen Award for 1985 from the Altadena Chamber of Commerce. Joyce, owner of Tom Joyce Realty, is a former president of the Pasadena chapter of the Sierra Club.

Dr. Edward J. Castner, a psychiatrist and neurologist from Arcadia, has been appointed clinical director at Las Encinas Hospital in Pasadena.
