NFL Commissioner Pete Rozelle is working out details of a comprehensive drug plan that will go beyond the limited testing included in the current collective bargaining agreement, NFL spokesman Joe Browne said. The plan will be presented to Gene Upshaw, executive director of the NFL Players Assn., by early spring, Browne said.
