Since the end of World War II, with its rationing and scrap drives, Americans have possibly become the world’s most conspicuous consumers. According to the Environmental Protection Agency, every American throws out more than four pounds of junk each day. In Los Angeles County alone, 46,000 tons are hauled to public dumps daily.

With natural resources becoming scarce and landfills nearing capacity, people are now beginning to look to recycling as one solution to the problem of solid waste (bottles, aluminum, bimetal cans, newspapers, motor oil and other materials).

Recycling also saves energy. For example, there’s a 95% energy saving in making products from reclaimed aluminum over the use of raw materials.

The city of Santa Monica’s Curbside Program is used by virtually all its residents, and a reported one-third of the householders in Claremont are involved in resource separation. Other city programs are in Redondo Beach, Hawthorne and parts of Los Angeles.

Also, trash can effectively be turned into cash, and many adults as well as children turn in their collected wares for money. And schools, religious, fraternal, community organizations--even fire departments--are using refuse drives as fund-raisers for their own support or to aid needy causes.

Prices fluctuate on all materials, particularly newspapers. The current approximate prices for recycled materials are as follows: 1 cent per pound for newspapers, $20 to $30 per ton for clean newspapers, which means no magazines or other materials. Aluminum is about 16 cents per pound at vending machines, such as Reynolds Aluminum bins. Recycling centers pay between 16 and 22 cents for up to 500 pounds and 24 cents per pound above 500 pounds for aluminum. Glass is 2 cents per pound, $40 per ton. Computer paper is 4 cents a pound and $80 to $120 a ton. Non-ferrous metal (scrap brass, aluminum and copper) ranges from 10 cents a pound to 25 cents a pound for clean copper; steel cans and motor oil are usually donate only.

Central Los Angeles

City of Santa Monica Curbside Program, 2500 Michigan Ave., Santa Monica (213) 458-8526. In operation since 1982, this voluntary program services about 12,000 people in single-family dwellings, with 10 pick-up routes scheduled every other week. Each participating household receives containers for glass and cans; newspapers must be tied or bagged. Motor oil should be placed in a sealed non-breakable container. Residents of multifamily housing units can take material, except oil, to any one of marked bins at 59 locations throughout the city between 8 a.m and 9 p.m. No one is more than two-fifths of a mile from a disposal bin. Residents are asked to deposit the recyclable material unwrapped.

Owned by Container Corp. of America, this center claims to be the largest recycler of paper in the United States. Its primary purpose is to supply its own mills with paper. Pioneer Paper Stock has accounts with leading department stores, grocery chains and manufacturing companies. Accepting “anything that a paper mill can use,” it buys computer paper, file folders, phone books, magazines and newspapers.

East

City of Claremont Curbside Recycling Program, (714) 624-4531. In operation since 1982, this curbside program picks up pre-sorted glass, cans and newspapers. The city distributes nylon mesh bags. Pick-up is on regular trash day, but separate crew picks up recycling materials. According to administrator Tom Baffa, 37% of the householders participate in this program, resulting in an estimated 3 million pounds of material successfully recycled.

Set on five acres, this complete recycling center, which serves as a network of recyclers in Southern California, has separate stations for specific material: aluminum, computer paper, IBM cards, newspapers, mixed paper, telephone books and magazines. Aluminum is pressed into 30-pound pallets. Trucks and cars containing materials for recycling are first weighed, then unloaded, then reweighed. The amount due is electronically printed.
