Civil Service Exit Proposal Gains

A ballot measure that would permit about one-third of Los Angeles County’s managers to opt out of Civil Service--and exchange job security for the chance at earning merit bonuses--was tentatively approved Tuesday for placement on the June 3 ballot.

The Board of Supervisors’ conservative majority of Pete Schabarum, Deane Dana and Michael Antonovich supported the proposal by Chief Administrative Officer James C. Hankla. Supervisor Ed Edelman opposed it and suggested studying the measure’s implications and perhaps placing it on the November ballot. Supervisor Kenneth Hahn, who last week assailed the plan, was absent because of illness.

The county Charter now exempts department heads from Civil Service provisions. Hankla’s plan would amend the Charter to also exempt the next three levels of managers. About 500 of the county’s 1,700 managers could then choose whether to remain in Civil Service, where their jobs are relatively secure, or leave for a chance at quicker advancement and higher bonuses.
