Recall Vote Ousts 3 Officials

The mayor and two other city councilmen of Moreno Valley in Riverside County were voted out of office in a recall election prompted by a wave of anti-development sentiment, results showed today.

Despite outspending their opponents 44-1 in the campaign to hold on to their posts, Mayor Marshall Scott and Councilmen David Horspool and Stephen Webb went down to defeat Tuesday by percentage margins respectively of 66.1, 66.7 and 65.7, unofficial returns showed. About 36% of the town’s 25,000 registered voters turned out for the election. The group organizing the recall, Alliance for Responsible Government, accused Scott, Webb and Horspool of failing to control growth and of ignoring the wishes of citizens.
