Dr. Gladys R. Whipple of Pasadena, has been appointed to the Pasadena Mental Health Center Board of Directors. Whipple, a psychiatrist, supervises community volunteers for the center’s 24-hour crisis line and serves on the personnel and clinical advisory committees. Whipple attended the University of San Franciso Medical School.

Donald E. Bollinger, an attorney, has been appointed to the Los Angeles County Law Library Board of Trustees by Los Angels County Board of Supervisors Chairman Pete Schabarum. Bollinger, of Pomona, is chairman of Foothill Presbyterian Hospital in Glendora.

Thomas G. Phillips, a physics professor at Caltech, has been named director of the Caltech Submillimeter Observatory in Hawaii. Phillips, of Pasadena, received his undergraduate and doctoral degrees from Oxford University. He previously served as an adviser to the National Academy of Sciences and the National Aeronautics and Space Administration.

Dr. Rafael E. Mendoza of West Covina has been named chief of staff at Queen of the Valley Hospital in West Covina. Mendoza is an anesthesiologist. Dr. Donald Liegler has been named chief of staff-elect.

Benjamin Rosen, chairman of Compaq Computer Corp. and a former director of Lotus Development Corp., has been appointed to the Caltech Board of Trustees. Rosen received an undergraduate degree from Caltech.
