Accord Reached for Santa Barbara Refinery

SANTA BARBARA — Exxon has reached a tentative agreement with Santa Barbara County supervisors that would allow construction of a coastline processing plant to handle oil from offshore drilling rigs.
The plans had been delayed because of county concerns over air pollution that such a plant would generate. The plant, to be constructed in Las Flores Canyon, would handle 140,000 barrels of crude oil a day.
Company representatives and the Board of Supervisors settled on the plans Tuesday. The board scheduled a final vote on the agreement for Monday.
The company hopes to start production in 1988 from the plant and three new drilling platforms, a $3-billion complex, in the waters off El Capitan State Beach.
