State Atty. Gen. John Van de Kamp, who won a court order in 1984 preventing construction at Lake Tahoe, said he now favors allowing 300 houses and three commercial projects to be built there this year. In a letter to the Tahoe Regional Planning Agency, Van de Kamp said he would cooperate in seeking an exemption from the court order, which blocked plans to allow construction of up to 1,800 homes over three years.
