The International Monetary Fund said that declines in oil prices and interest rates are expected to provide only a modest boost to worldwide economic growth this year for both industrialized and developing nations. In its annual World Economic Outlook, the staff of the 149-nation lending organization said the global picture is only slightly brighter for 1986 than it was last year, when growth averaged 2.9%. The growth rate was 4.4% in 1984.
