The Senate approved legislation prohibiting youngsters under the age of 14 from operating motorboats with engines of more than 10 horsepower unless accompanied by an adult. The bill, sent to the Assembly on a 29-0 vote, also for the first time would make boat operators subject to manslaughter charges if found guilty of negligent or unlawful operation of a vessel in a manner that leads to a death.
