Guy F. Atkinson Co., South San Francisco, named Thomas W. Halligan to the additional post of chairman. He has been president since 1982 and chief executive since 1985, and succeeds George T. McCoy, who is retiring. Also, Thomas J. Henderson was promoted to executive vice president.
