A toxic waste disposal plant operated by the former vice chairman of the state Republican Party again is being accused of violating federal hazardous waste disposal rules. The U.S. Environmental Protection Agency accused Bill Park’s Environmental Protection Corp. of four more violations at its disposal plant near Fellows in western Kern County. EPA officials want the company fined $61,000 for exceeding licensed disposal capacity, failing to monitor ground water quality adequately, not having protective covering over dikes and having an inadequate post-closure plan. The Fellows plant and the company’s plant near Bakersfield stopped accepting waste in November, when Park was unable to obtain liability insurance. Similar charges last year led to Park’s withdrawal from what would otherwise have been a routine election as president of the state GOP.
