If Paul Anthony Mesa, the 23-month-old baby whose battered body was found in a paper bag in an Oceanside trash bin last week, lived a few more days, he would have been around Saturday afternoon for the birth of his baby brother. His mother, Josephine Mesa, 18, gave birth to a boy at Tri-City Medical Center in Oceanside--several hours after she and her husband, Paul, a Marine based at Camp Pendleton, were arrested. Josephine Mesa, who remains under police guard at the hospital, was arrested on suspicion of murder and felony child abuse. Paul Mesa was arrested on suspicion of felony child abuse and of being an accessory to murder.
