Carson : Assessment District Rejected

The City Council rejected a proposal for a special assessment district to improve Wilmington Avenue between Del Amo Boulevard and Carson Street, demanding that the plan be redrafted to conform to the city’s general plan.

The proposal, which would finance $4.7 million in curbs, gutters, sidewalks, landscaped medians, traffic signals and right-of-way purchases, has been under study by the city since December, 1984, and had won approval from many landowners, including Shell Oil Co., which owns the largest amount of property along the street.

Councilwoman Kay Calas objected that the proposed medians, in violation of the general plan, had too many long breaks that would accommodate large trucks turning into businesses. The vote on her motion to send the proposal back was unanimous, with Councilman Walter J. (Jake) Egan absent.
