A tentative contract agreement was reached by Philadelphia officials and the union representing blue-collar workers, one day after the 12,000 workers ended their 20-day strike. Mayor W. Wilson Goode said that the accord, announced after six hours of talks, provides a 10% wage increase over two years. Wages were the only unresolved issue when the union, which represents sanitation and maintenance workers, laborers and clerks, returned to work Monday without a new contract. A ratification vote was not scheduled.
