The Senate Environment and Public Works Committee unanimously approved a bill that would authorize spending $13.1 billion for a variety of highway projects across the country. The legislation, which was sent to the full Senate, also included a provision to curb the number of illegal roadside billboards. The panel avoided a fight over a proposal that would allow states to increase the speed limit to 65 m.p.h. on rural interstate highways after the amendment was withdrawn.
