A Peruvian judge issued an arrest warrant for an army general on murder charges stemming from the army’s suppression of a prison uprising last month by accused guerrilla inmates. Judge Hernan Saturno Vergara ordered the detention and arraignment of army Gen. Jorge Rabanal on charges of murdering 124 inmates at the Lurigancho prison, a spokeswoman for the attorney general’s office said. President Alan Garcia has charged that paramilitary police, commanded by Rabanal, executed at least 100 Sendero Luminoso (Shining Path) rebels after they surrendered.
