The Chilean government expressed “deep annoyance” over a U.S. State Department official’s threat to exert economic pressure if human rights abuses continue in Chile. U.S. Ambassador Harry G. Barnes Jr. was called to the residence of Foreign Minister Jaime del Valle Alliende and handed a note conveying the Chilean reaction. Del Valle said the government was reacting to statements made by Assistant Secretary of State for Inter-American Affairs Elliott Abrams. Speaking Wednesday before a congressional banking subcommittee, Abrams said he would recommend the United States vote against a $250-million World Bank loan for Chile in October unless the military government stops violating human rights.
