14 in Animal Costumes Held in Capital Protest

WASHINGTON —
Fourteen animal rights activists were arrested Tuesday after blocking the main doors of the Health and Human Services Department headquarters. They were among about two dozen people in animal and rat masks and costumes who were protesting what they consider mistreatment of animals used in scientific experiments.
