La Palma : City Urges Sewer Plan Before Land Is Rezoned

The City Council is suggesting that ways to provide running water and sewers should be contemplated before county officials move to rezone a parcel of land next to La Palma for higher-density development.

A general plan for the 9.5-acre piece of county land and an environmental impact report should be done as well, the council said Tuesday in responding to an inquiry by the county Planning Department, according to City Manager Paul Bussey.

The parcel has no sewers or running water, except that produced by a nearby well. Under a county public works project, the neighborhood--consisting of Denni and Marion Streets--will have water and sewers installed in two years. Curbs and sidewalks are scheduled to be added for Denni Street homes.

The land is surrounded on three sides by La Palma.

County Planner Trudy Tashima said one development proposal for the area calls for a 36-unit apartment complex to be built facing La Palma Avenue.

Curtis Hare, president of a homeowners’ group in the area, said that he and neighbors favor the apartment proposal because it would give developers an incentive to build more such complexes, eventually giving homeowners a chance to sell their older properties at a competitive price.

A few homeowners, he added, have the financial means to build higher-density structures on their own properties.
