The Los Angeles City Council approved Mayor Tom Bradley’s appointment of Wilmington labor leader Michael W. Schwab to replace controversial Frederic A. Heim on the Harbor Commission. Councilman Ernani Bernardi cast the only vote against confirmation, saying he philosophically opposes removing commissioners before their terms expire. Bradley said the removal was a continuation of his 1984 shake-up of city commissions as a way to infuse new blood.
