The House passed legislation to require the safe removal of deadly asbestos that lawmakers say is threatening 15 million children in 30,000 public schools nationwide. To help ease the financial burden on school districts, the legislation, which was sent to the Senate, would create a $100-million federal trust fund to make loans for cleanup costs and establish regulations for inspection procedures. The action is the result of dissatisfaction with the EPA’s current program that requires schools only to inspect for the cancer-causing fiber and alert the public to its presence.
