Soviet Deputy Foreign Minister Mikhail S. Kapitsa said that Moscow will sign protocols of the South Pacific Nuclear-Free Treaty after area countries have ratified the agreement. “I can say very definitely the Soviet Union will sign appropriate protocols attached to the treaty declaring it a nuclear-free zone,” Kapitsa, who is on a two-day unofficial visit to New Zealand, told reporters. Ten of the 13 countries in the region, including Australia and New Zealand, have signed the treaty. Tonga, Vanuatu and the Solomon Islands have not yet signed.
