A minor accident during the refueling of a Soviet-built nuclear reactor in Finland spilled a small amount of radioactive cooling water onto the floor of the plant, officials in Helsinki said. The spill did not cause any danger to reactor workers or to the environment, the officials said. The accident occurred at one of Finland’s two Soviet-built nuclear plants, both of which use water-cooled reactors. The Soviet reactor involved in the Chernobyl disaster used graphite as a moderating element.
