PROPOSED RTD SERVICE CHANGES

A new round of bus service cuts, including cancellation of 14 express lines into downtown Los Angeles and consolidation of 27 other routes, was proposed Thursday by the Southern California Rapid Transit District.

The cutbacks, which would save $4.5 million a year, focus on low-ridership lines used by several thousand people a day, officials said. Most are in suburban areas of the county, where ridership is generally weakest.

Anticipating a loss of up to $18 million in federal and state funds this fiscal year, the RTD has been gradually moving to pare 1% of its service on high-cost lines. The latest reductions, if approved later this month, would take effect in December.

About 75 people--most of them protesting the cuts--attended a downtown hearing Thursday.

The consolidation of local lines would leave service available in most areas, RTD officials said, but they acknowledged that many riders would have to walk farther to stops on alternate routes or make additional transfers. Express Line Cancellations

Norwalk-Hawaiian Gardens--Cancel Line 271 (Hawiian Gardens to Whittier) and 493 (Monrovia to L.A.). Reroute Lines 270 (El Monte to Cerritos) and 462 (Norwalk to L.A.).

San Pedro-Palos Verdes Peninsula--Cancel Lines 146 (Long Beach to San Pedro), 147 (San Pedro local), 226 (Rancho Palos Verdes to Westchester). Reroute Lines 225 (Westchester to Rancho Palos Verdes), 439 (Redondo Beach to L.A.), 445 (Alpine Village to L.A.), 446 (San Pedro to L.A.). Add new San Pedro to L.A. line.

San Fernando Valley--Cancel Lines 96 and 412 (both Van Nuys to L.A.). Reroute Line 97 (Sherman Oaks to L.A.) and add a new express route from Sherman Oaks to L.A..

Pomona Area--Cancel Lines 192 (Arroyo to San Bernardino avenues), 194 (9th St. to Arroyo Highway), 291 (Garvey Ave and Foothill Blvd.) and 293 (Indian Hill Blvd. and Reservoir St.). Reroute or reschedule Lines 185 (Hacienda Heights to Montclair), 187 (Pasadena to Pomona), 480 and 482 (both Pomona to L.A.), 484 (Ontario Airport to L.A.) and 490 (Brea Mall to L.A.).
