Senators moving to act on the trade issue before Congress adjourns Oct. 10 disclosed a bipartisan plan to set limits on the President’s power to stave off new import curbs. Seen as a pre-election challenge to the Administration, the measure would not grant President Reagan any new power to curb imports but would narrow his latitude to reject protectionist steps.
