Europe’s sports ministers voted to take “all possible action” to encourage sports organizations to break links with South Africa, but stopped short of approving far-reaching sanctions.

Swedish Sports Minister Ulf Lonnqvist’s original motion urged the Council of Europe’s sports ministers to vote for the total severance of contact with South Africa and a worldwide ban on overseas athletes competing there.

But after behind-the-scenes moves by Britain, Ireland and West Germany, the Swedish delegation agreed to amend the resolution, which nevertheless strongly condemned apartheid sport in South Africa.
