Officials of rural Glenn County in Northern California agreed to pay $125,000 in damages to the family of a 15-year-old girl who hanged herself two years ago in the old county jail in the town of Willows. Officials also agreed in the settlement reached with the family of Kathy Robbins of Orland not to use the jail to lock up other juveniles. The girl’s suicide prompted in part legislation by Sen. Robert Presley (D-Riverside) that was signed into law last week setting stricter limitations on the widespread practice of using adult jails and lockups to hold juveniles.
