Electric power was restored to the Geneva Towers, a twin 20-story San Francisco high-rise that had been blacked out since Sunday afternoon. The 2,000 residents also were without water during the outage because electric pumps are used to provide water to the upper floors. Officials at Pacific Gas & Electric Co. said the problem was not the utility’s fault. “We understand something’s wrong with the fuses,” PG&E; spokeswoman Martha Eickhoff said. “But that’s not our problem.”
