William J. Quinn, the first Irish Republican Army member extradited from the United States, arrived in Britain aboard a Royal Air Force jet and was charged with murder for the killing of London policeman Stephen Tibble in February, 1975. British officials say Tibble was shot three times while pursuing a suspect fleeing from an IRA hideout. Quinn, 38, a San Francisco resident and U.S. citizen who lived in Ireland for nine years, has denied the killing, which he contends was political. The U.S. Supreme Court last week refused to hear Quinn’s case, ending a five-year legal battle that began when he was arrested in September, 1981, in Daly City, Calif.
