The Encinitas City Council Monday selected Warren Shafer, the top administrator in the Bay Area city of San Carlos for the last three years, as the first city manager of Encinitas. Shafer, 39, is expected to start work within two months.

A 1965 graduate of Oceanside High School, Shafer was selected from among more than 120 applicants from around the country. His contract is still under negotiation, but Mayor Marjorie Gaines said his salary will be between $60,000 and $70,000 annually. Shafer makes $66,000 a year in his current post.

Shafer has been city manager of San Carlos, a bedroom community south of San Francisco, since 1983. Before that, he was an assistant city manager for five years and held a similar post in neighboring Belmont.

As city manager of Encinitas, a newly incorporated city of 44,000, Shafer will be responsible for hiring key employees and drafting budgets and a new general plan.

The council announced the selection after a closed session Monday morning.
