The first defendant in a California Lottery “sting” operation has been fined $100, placed on three years’ probation and ordered to perform 120 hours of community service. The sentence was imposed in Sacramento Municipal Court on William Payne, 26, of San Pablo, one of 16 people arrested March 26 when they arrived at the state fairgrounds for what they thought would be their lucky moment. All were charged with attempting to defraud the lottery and with forgery for submitting a bogus winning ticket.
