First-term GOP Sen. Arlen Specter was the projected winner in his bid for reelection against Democratic Rep. Bob Edgar.

GOP Lt. Gov. William Scranton III was in a close race for governor with Democrat Robert P. Casey.

With 50% of the returns in, Specter had 881,318 votes to 738,262 for Edgar.

Specter, 56, a relentless campaigner, spent more than $5 million on his campaign.

Casey, a former two-term reform-minded auditor general, said policies pushed by Republicans had failed the state, which is suffering through an economic transition as high tech and service industries replace heavy manufacturing. Casey, 54, also ran ads accusing Scranton of missing many meetings he was supposed to attend.
