2 Quakes Hit Taiwan, Apartments Collapse

TAIPEI, Taiwan — Two strong earthquakes jolted Taiwan early today, causing an apartment house in the capital to collapse and killing at least three people, authorities said. The weather bureau said the first quake measured 6.8 on the Richter scale and was centered 25 miles northeast of Hualien, 110 miles southeast of Taipei, the capital. A search for trapped residents was under way in Taipei.
The second quake measured 6.3 on the Richter scale. Its epicenter was 11 miles north of Hualien, weather officials said.
