Ralph Weldon, the chief administrator of the Santa Anita Municipal Court who has been under investigation since September for possible traffic ticket fixing, has resigned his $42,000-a-year position. Chief Deputy Dist. Atty. Steven A. Sowders, whose division investigates crimes committed by public officials, said the probe began after reports surfaced at the Monrovia court about possible irregularities in processing tickets. Weldon gave no reason for his resignation and was unavailable for comment. Presiding Judge S. Clark Moore said Weldon, 34, will be temporarily replaced by his assistant, Mary Robles.
